Senate rules require 12 hours of debate following the reading before moving to amendment votes and final passage. By dragging out the initial reading, Democrats can effectively stall the process for nearly a full day—just enough to squeeze Trump’s timeline and create headlines.
But this isn’t some heroic stand for transparency or process. It’s a stall tactic cloaked in phony outrage—an age-old maneuver meant to punish, not persuade.
