In a powerful and emotional moment during his address to a joint session of Congress, President Donald Trump announced an executive order renaming a Texas wildlife refuge in honor of 12-year-old Jocelyn Nungaray, who was brutally murdered by illegal immigrants.
With Jocelyn’s mother, Alexis Nungaray, in attendance as one of Trump’s honored guests, the president pledged that her daughter’s memory would not be forgotten. He revealed that the Anahuac National Wildlife Refuge, a sprawling and beautiful sanctuary in Texas, would now be known as the Jocelyn Nungaray National Refuge.
“The death of this beautiful 12-year-old girl and the agony of her mother and family touched our entire nation greatly,” Trump said. “Alexis, I promised that we would always remember your daughter, your magnificent daughter, and earlier tonight, I signed an order keeping my word to you.”

Jocelyn, who had a deep love for animals and nature, will be forever memorialized through the renaming of this wildlife refuge. Trump described the refuge in Chambers County as a “pristine, peaceful, 34,000-acre sanctuary for all of God’s creatures on the edge of the Gulf of America.” He added, “Alexis, moments ago, I formally renamed that refuge in loving memory of your beautiful daughter, Jocelyn.”

A Crime That Shocked the Nation
Jocelyn was murdered in Houston in June 2024, allegedly by two illegal immigrants from Venezuela: 22-year-old Johan Jose Martinez-Rangel and 26-year-old Franklin Pena. Prosecutors say the men lured Jocelyn under a bridge, tied her up, assaulted her for hours, and then murdered her, leaving her body in a bayou.
According to court documents cited by Breitbart News:
- The suspects reportedly walked Jocelyn from a 7-Eleven convenience store near her home to a bridge on West Rankin Road.
- Martinez-Rangel allegedly grabbed Jocelyn by the neck, got on top of her, and covered her mouth.
- The men then removed her pants and undergarments, bound her hands and feet, and committed horrific acts before taking her life.
Adding to the outrage, both men had illegally crossed the U.S. border in El Paso and were released on their own recognizance under the Biden administration.
